This PR rewrites the README.md to provide comprehensive documentation following a structured format. The updated README includes:

• Clear purpose statement in the opening sentence
• Table of contents for easy navigation
• Detailed overview of the three main packages (cuda.core, cuda.bindings, cuda.pathfinder)
• Copy-pasteable installation instructions for both the metapackage and individual packages
• Project structure diagram showing repository organization
• Compatibility requirements (Python 3.10-3.14, CUDA 12.x/13.x, Linux/Windows platforms)
• Links to official documentation for each package
• Related projects section (moved from inline list)
• Contributing guidelines with pre-commit instructions
• License information with links to individual LICENSE files
• Attribution line

The related ecosystem projects (cuda.cccl.cooperative, cuda.cccl.parallel, numba.cuda, nvmath-python) have been moved to a dedicated "Related Projects" section to keep the focus on the core cuda-python packages.
