fix: stop gating sign/release jobs and package version on github.ref …

…for release events (#495) (#497)

github.ref/GITHUB_REF was observed empty on 'release: published' events
(runs 28783150142 and 27936434216), which silently skipped the sign and
release jobs (string-matched against github.ref) and produced a wrong
package version (GetBuildVersion fell back to the main-branch build
number path).

- Gate sign/release on github.event_name instead of github.ref string
matching for the release event, while preserving existing behavior
for push-to-main and workflow_dispatch manual recovery.
- Pass github.event.release.tag_name explicitly into GetBuildVersion
for release events instead of relying on $env:GITHUB_REF, so a blank
ref can't silently produce a wrong package version.

build: enable NuGet trusted publishing for release workflows (#486) (#…

…494)

Switch the NuGet.org release step in build-library.yml and
build-template.yml from the long-lived NUGET_PACKAGE_PUSH_TOKEN
API key to NuGet Trusted Publishing via OIDC.

- Add id-token: write / contents: read permissions to the release job
- Add a NuGet/login@v1 step to exchange OIDC for a short-lived API key
- Use the login step's NUGET_API_KEY output when pushing packages

…llationToken (#473) (#475)

* test: address xUnit1051 warnings by passing TestContext.Current.CancellationToken (#473)

Thread TestContext.Current.CancellationToken into test method calls that accept a CancellationToken so tests cancel responsively, resolving ~700 xUnit1051 analyzer warnings across all affected test projects.

No test logic or assertions changed beyond threading the cancellation token, with two mechanical exceptions required to keep the code compiling:
- GenericAuthenticationProvider.GetTokenAsync uses a named argument (cancellationToken:) because the token is the second optional parameter.
- OfflineDbContext.PullAsync empty-list call casts [] to IEnumerable<Type> to avoid overload ambiguity once the token is supplied.

* fix: Be more generous with timing in queuehandler
