Summary

On platforms without a local process sandbox (e.g. Windows), the local permission matrix collapses into a single access mode dropdown with three options (Disabled / File access only / Unrestricted access). Previously, the two non-disabled options shared the same host-scope subtitle (scopeHints.host), so File access only and Unrestricted access looked identical in the UI even though they differ in whether Shell/Python execution and network access are allowed.

This PR adds a dedicated modeHints entry per access mode (zh-CN / en-US / ja-JP / ru-RU) and renders it in the dropdown, making the difference explicit:

  • File access only: read/write all files in the environment, but no Shell/Python execution or network access.
  • Unrestricted access: read/write all files plus Shell/Python execution and network access.

Linux and macOS are unaffected: they always render the full three-column permission matrix, which already has per-scope hints.

Test plan

  • pnpm typecheck (vue-tsc) passes
  • Locale JSON files validated
  • Manual check on Windows: WebUI → Config → AI → Agent Computer Use → Local Permission Policies dropdown shows distinct hints per mode

Summary by Sourcery

Display mode-specific permission hints so users can distinguish file access from unrestricted local access.

New Features:

  • Add distinct localized hints for each local permission access mode in the dashboard dropdown.

Bug Fixes:

  • Clarify the difference between file-only and unrestricted local access modes in the UI.

On platforms without a local process sandbox (e.g. Windows), the local
permission matrix collapses into a single access-mode dropdown. The
'File access only' and 'Unrestricted access' options previously shared
the same host-scope subtitle, making them look identical. Give each
mode its own hint that spells out whether Shell/Python execution and
network access are allowed.
