[Bug]: pip install matplotlib flagged as Security Threat #31901

Description

@JulienRee

Bug summary

Was setting up a new venv per usual.
Installing the latest matplotlib (3.11.0) was flagged as a security threat with Trend Apex One Security Agent.

Returned security threat: Tojran.Win64.ULISE.TL0101FD26ZM
On files: matplotlib-3.11.0-cp314-cp314-win_amd64.whl (matplotlib\ft2font.cp314-win_amd64.pyd) 6dd9a2681287b7c2d9787ac437569ba3a8b73a436adc1b7ea15ab24a.body (matplotlib\ft2font.cp314-win_amd64.pyd)

Unsure why it is flagged, but installing v3.10.9 did not get flagged.

Aplogies if not proper way to coomunicate the bug.
Apologies that I do not have suggestions for a fix.
Apologies if issues are on my end, rather than with Matplotlib (I assume it is not a Matplotlib issue, of course).

Code for reproduction

pip install matplotlib==v3.11.0

Actual outcome

ERROR: Could not install packages due to an OSError: [Errno 2] No such file or directory

Because the file was removed due to being flagged as Trojan.

Expected outcome

Successfully installed matplotlib-3.11.0
