Gnuplot Version 5.2 Patchlevel 8

Version 5.2.8 is an incremental release in the stable 5.2 series
containing bug fixes but no new features.
This is expected to be the final release in the 5.2 series,
to be followed by version 5.4 in Spring 2020.
