to be clear on the direction:

• have 99.9% WinPython shrinkable to a "pylock.toml" file (installable by anything with hash-256)
• remain possibly "no-install", but that mean a WheelHouse with hash-256 official wheels
• build (or build final) in the cloud

what may go away, so have to be less and less a "given":

• .bat
• pip
• x64
• Qt5 ( maybe for Qt6)
