[P1] Fix shared poteto-mode host selection and native-authoring leakage #696

Closed

Description

@tommy-ca

Parent #695. Current skills/poteto-mode/SKILL.md says skill order from Grok's table or profile, and mandates Grok-specific /create-skill for shared authoring. Preserve canonical behavior but select precedence from profiles/<active-host>.json / host-owned refs, with unsupported hosts explicitly GAP. Keep Grok install/wire alias rules in Grok reference. Add negative tests in mandatory offline gate to detect reintroduction of Grok as global authority. Depends on docs authority map.

    Delivered and verified. PR #701 merged as d6952c5.

    Router now resolves skill order through profiles/<host>.json plus that host's own references/<host>-tools.md; all eight profiles declare skill_order. Shared prose names no host filename (enforced by a whole-file negative assertion), and the Grok install path survives only inside a prohibition at skills/poteto-mode/SKILL.md:129.

    Independent verdict at head 6ece5059: PASS, with negative controls biting (injected Grok token to a shared skill: 2 failed; injected router instruction: 1 failed; deleted setup fence: 1 failed). CI group 1 at that head: 831 passed, 10 skipped.

    Residuals tracked: #707 (boundary scanner misses install-path and bare-Grok tokens).
