Problem

Currently, the EXTRACT function is not implemented in our PostgreSQL system. To implement this, we also need to include data types such as hour, minute, second, etc.

Implementation Plan

1. Update Postgres Data Types to include these new data types
2. Update PostgresFunctionWithUnknownResult with the actual logic of EXTRACT function
3. Update PostgresFunctionwith EXTRACT function
4. Update PostgresToStringVisitorwith EXTRACT function
