ci(release-gate): raise the race suite package timeout (#1483)
The v0.70.0-rc.1 prerelease gate failed in **Suite — race (personal +
server)**: `go test -short -race ./internal/...` uses Go's default 10m
per-package timeout, and `internal/server` now needs more than that
under `-race` on a hosted runner ("panic: test timed out after 10m0s" in
run 37109002885). The PR CI already gives these packages 20m and 40m
(`unit-tests.yml`).
Changes:
- personal race suite: `-timeout 30m`, job `timeout-minutes` 25 → 40
- server-edition race suite: explicit `-timeout 20m`
No test or coverage changes; `cmd/release-gate` workflow audit tests
