Summary

From PR #368 review (item 5): WorkspaceDock passes terminalsExpected = count(terminals with sessionId) into markStartupLayoutReady, but dockview’s default onlyWhenVisible means only the active panel per group mounts. Inactive terminal tabs never run TerminalPanel.init(), so restore begin/end counters never reach expected and the StatusBar sits on “Restoring terminals…” until STARTUP_TERMINALS_BUDGET_MS (~10 s).

Repro

Any workspace with 2+ terminals stacked in one group on cold start.

Expected direction

Count only panels that will actually mount on layout restore, or drive the expected count from real mounts / attach starts rather than the full terminal list.
