Describe the bug
The docstring for Dash hooks is missing. https://github.com/plotly/dash/blob/dev/dash/_hooks.py#L41

This leads to underwhelming documentation for the functionality here: https://dash.plotly.com/reference#dash.hooks

Expected behavior

Clear and useful docstrings
