How to realize double value Axis (One Scale, Two Lines Value)? #1336

Platform: WinForm
.NET version: 4.7
Expected behaviour
One Scale, Two Lines Value:
----------------------------------------
Latitude 30 32 33 .....
Longitude 111 112 113 .....
Actual behaviour
Now I used a stupid method, I built two Axes and hide the second scale.
How to build two Lines value but one Axis, please?
