Your Pro+ subscription actually does include access to premium models like Claude Opus—so it isn't an intentional tier restriction.

If you see it under your company account but not under your personal Pro+ account in Visual Studio, it is almost certainly due to one of three configuration hurdles:

1. The Anthropic Model Toggle Is Not Enabled on Your Personal Account

In a GitHub Business/Enterprise organization, your workspace administrator centrally toggled on Anthropic/third-party model access for all members. On personal individual plans, access is not always enabled by default:

1. Go to github.com/settings/copilot while logged into your personal account.
2. Scroll to AI Models / Model access policies (or Configure access to AI models).
3. Ensure that Anthropic Claude (and preview/agentic models) is set to Allowed / Enabled.
4. Save changes.

2. AI Credit & Flex Usage Limits

Opus-tier models consume significantly more GitHub AI Credits per prompt/turn than standard models:

• Business accounts: Usually draw from pooled organization-wide AI credits or have enterprise overflow billing enabled, so individual users never hit a hard wall.
• Pro+ accounts: Include a dedicated monthly credit allotment. If your base AI credits are exhausted, or if you have Flex / Additional credit usage disabled or capped at $0 in your personal billing settings, Agent Mode will hide or disable credit-heavy models like Opus in the dropdown until the next billing cycle or until flex spending is allowed.

Check your current credit balance under Settings → Billing and plans → Copilot.

3. Visual Studio Token & Entitlement Caching

Visual Studio frequently caches Copilot entitlement tokens based on the last active GitHub session. When switching between a work and personal GitHub profile, the IDE often fails to re-query the model catalog:

1. In Visual Studio, go to File → Account Settings.
2. Under "All Accounts", ensure your personal GitHub account is selected as the active Copilot credential (or sign out of the business account temporarily to prevent token collisions).
3. In Visual Studio, click your profile icon in the upper-right corner, select Re-enter credentials for your personal GitHub account.
4. Restart Visual Studio.

Once the Anthropic policy is toggled on in your personal account and your credentials refresh, Claude Opus will appear in the Agent Mode model selector.

Pro+ actually includes access to Opus, so it’s not an enterprise-only restriction. Usually, third-party models just need to be turned on manually for personal accounts. Go to your GitHub Copilot settings (github.com/settings/copilot), make sure Anthropic models are set to allowed, and check that your monthly AI credit balance isn't depleted.

If it's already enabled, Visual Studio is likely caching an old session token from your work account. Head to File → Account Settings in Visual Studio, re-enter credentials for your personal GitHub account, and restart the IDE so it fetches your updated model list.
