Created a fresh OAuth App (not GitHub App) via Settings → Developer settings → OAuth Apps → New OAuth App. Client ID: Ov23liCR3pVCRjt443Vo
The authorize endpoint returns a 404 page even with the absolute minimal URL:
https://github.com/login/oauth/authorize?client_id=Ov23liCR3pVCRjt443Vo
Things I've ruled out:

• Client ID verified character-by-character, no typos/hidden characters
• Tried with a completely different GitHub account — same 404
• Tried on a different network (mobile hotspot) — same 404
• Tried in incognito with cleared cookies — same 404
• Tried different scopes (repo, read:user) — same 404
• Deleted and recreated the app entirely from scratch — same 404 on the new app too
• My account can authorize OTHER OAuth apps fine (tested successfully with Netlify)
• A request to the same URL via PowerShell (no session) correctly returns 200 and redirects to login, confirming the app itself is recognized by GitHub
  This points to something broken specifically with this app (or this generation of Client IDs — Ov23li prefix) on GitHub's side, not a config issue on mine. Any insight appreciated.
