I am experiencing a model entitlement issue with GitHub Copilot Chat in VS Code.
With the same GitHub account, Claude models are available in Copilot Chat online, but in VS Code Copilot Chat they are shown as requiring an upgrade. In the VS Code model picker, GPT models are available, but Claude Opus 4.8 and Claude Sonnet 4.6 are greyed out / marked with “Upgrade”.
This issue started around five days ago. Before that, I was able to use Claude models through Copilot in VS Code without issues.
Account / subscription context:
GitHub account: HaonanWANG1998, My copilot subscription is Copilot Max.
I am using my own personal GitHub account, not an organization-managed Copilot seat.
There should be no organization or enterprise policy restriction.
The same account can access Claude models in Copilot Chat online.
I am located in Hong Kong.
I understand Claude may not be directly available in Hong Kong through Anthropic, but I previously had access through GitHub Copilot, and Copilot Chat online still works with the same account.

Troubleshooting already checked:
Confirmed I am signed into the same GitHub account in VS Code and Copilot Chat online.
Confirmed VS Code is up to date.
Confirmed GitHub Copilot Chat is the built-in VS Code Copilot component in this version.
Checked VS Code user settings and found no Claude / Anthropic / Copilot model restriction.
No organization or enterprise policy applies to this account.
Network diagnostics from VS Code Copilot Chat show HTTP 200 connectivity to GitHub and Copilot endpoints.
Expected behavior:
Claude models should be available in VS Code Copilot Chat, since they are available in Copilot Chat online for the same account.
Actual behavior:
Claude models are shown as “Upgrade” in VS Code Copilot Chat.
Could you please check whether my VS Code Copilot Chat model entitlement is out of sync with my Copilot Chat online entitlement, or whether there has been a recent IDE-side rollout or regional policy change affecting Claude model access in VS Code?
I can provide screenshots and the full Copilot diagnostics output if needed.
