GitLab to GHE Migration

We currently have both GitLab on-premises and GitLab Cloud environments. We have provisioned GitHub Enterprise (GHE) and want to migrate our software development ecosystem from GitLab (on-premises and cloud) to GitHub Enterprise.
At the moment, the MS Cloud Accelerate Factory (CAF) team is assisting us with migrating GitLab on-premises to GitHub Enterprise (GHE). GitLab Cloud is being considered as a separate migration stream, and it's out of scope for CAF. We would need to migrate GitLab Cloud to GHE separately. The migration tooling we are planning to set up and use might only support migrations from on-premises GitLab to GHE, and does not support migrations from GitLab Cloud to GHE. In that case, we might need to do rework for GitLab Cloud migrations. (Please let us know if they work for both on perm and cloud)
We are evaluating the best overall migration approach and would appreciate advice from the community.
Specifically, we are considering two options:
Migrate GitLab on-premises to GitHub Enterprise first (CAF-supported approach), and then migrate GitLab Cloud to GitHub Enterprise separately.
First, migrate GitLab on-premises into GitLab Cloud to consolidate all repositories into a single GitLab environment, and then migrate everything from GitLab Cloud to GitHub Enterprise as a single final step.
