Yes, there is a collision, similar to the one between interactive and one-shot. planning is a restriction mode, and editing is the opposite.

planning excludes all the write tools: create_text_file, replace_symbol_body, insert_after_symbol, insert_before_symbol, delete_lines, replace_lines, insert_at_line, execute_shell_command and replace_content. Its prompt says "Your task is to analyze code but not write any code":

editing is the "All tools, with detailed instructions for code editing" mode, and its prompt tells the agent to use those symbolic and file-based edit tools:

Modes are additive. The active set is the union of base_modes, default_modes and any modes added by the project or CLI. Excluded tools are collected across all active modes, so planning on top of the default base modes would remove the editing tools while the editing prompt is still there. The agent would then be told to edit and to not write code at the same time. base_modes are always on, so planning can't be a default there without turning off editing for everyone. The template config describes it that way:

Planning is meant to be switched on when you need it, e.g. with --mode planning / --add-mode planning, or by activating it from the client. If you want it as the default for one project, set default_modes: [planning] in that project.yml. Note that a project's default_modes (and --mode) replaces the global default_modes, but base_modes (interactive and editing) are still added. So even then the editing prompt stays active and only the tools are removed. For a truly read-only session you would also need to override base_modes (drop editing) in serena_config.yml.

The docs list planning as a separate mode, and mention it as "often used" together with one-shot "for generating reports or initial plans". They also note that Serena does not prevent incompatible mode combinations, so it is up to the user to choose sensible ones:

@Maxaubert already named the mechanism correctly, so I won't restate it. Two things I can add that are measured rather than argued, plus one distinction that I think matters more than the word "collision" suggests.

I folded the actual mode files at 8a3ce35 (src/serena/resources/config/modes/*.yml), taking excluded_tools from each and unioning them the way ToolSet.apply() does:

So the overlap between editing and planning is exactly the three line-based tools that editing already excludes, and planning takes six more on top — and those six are precisely the symbolic-edit tools that editing's own prompt tells the model to prefer (replace_symbol_body, insert_after_symbol, insert_before_symbol, and friends).

Why I'd call this a worse failure than interactive + one-shot. That pair is a prompt contradiction: both instructions reach the model, they disagree, and the model picks one — annoying, but visible. editing + planning is a prompt-vs-toolset contradiction: editing's prompt survives intact and keeps telling the model to reach for symbolic edit tools, while planning has already removed them from the set. The model is being instructed to use tools it cannot see. In my experience running agents against filtered tool sets, that reads to the model as its own failure rather than as a configuration, and it burns turns hunting for the missing capability.

Nothing in the code stops you. ToolSet.apply() (src/serena/config/serena_config.py:100-145) just folds each active mode's excluded_tools / included_optional_tools over the current set — plain set arithmetic, no conflict detection, no error. The only ValueError nearby (serena_config.py:170) is unrelated: it fires when a single definition mixes fixed_tools with excluded_tools.

And the docs already say this out loud, docs/02-usage/050_configuration.md:176-178: combining modes is allowed, some combinations are semantically incompatible, Serena does not prevent them, it's on the user.

So to answer the original question directly: planning isn't in the default base_modes not because of a guard, but because it would silently neutralize the other half of the default. It's a restriction mode; defaults are the wrong place for it. Per-task (--mode planning) or as a project-level mode is where it earns its keep.

What I did not run: I did not start a Serena server and watch a model's behaviour with editing+planning both active — this is set arithmetic over the shipped yml files at one commit, not an end-to-end observation. If someone has run that pair live, I'd want to know whether the model reports the missing tools or just quietly stops editing.
