fix(dotnet): declare directory build props input for analyzer dotnet tasks
The build:dotnet and publish tasks run dotnet build/publish, which auto-import the workspace-root Directory.Build.props via MSBuild's ancestor walk. That read is inferred as an input locally, but CI's graph was dropping it, so the sandbox flagged it as an unexpected read and terminated the run. Declare {workspaceRoot}/Directory.Build.props explicitly (spread token keeps the inferred inputs) so it is guaranteed in CI regardless of analyzer inference/cache state. Also busts the input cache so publish re-runs and refreshes its report (its obj output was declared in the previous commit).
