    * Fix daily CI pool image and dependency resolution

- Added image: ubuntu-latest to pool config to satisfy 1ES Pipeline Template requirements
- Added PipAuthenticate@1 task with Graph Developer Experiences feed for CFS-compliant dependency resolution
- Changed pip install to use requirements-dev.txt instead of editable install
