  1. Add option to not update the PR title (#885) 

    ## Summary

Fixes #884 (also requested in #422). Adds an `update-title` GitHub
Action input and an `UpdateTitle` Azure Pipelines task input. When set
to `false`, PR Metrics leaves the PR title unchanged while the comment,
labels and status work as before. Any other value, including blank,
keeps the current behaviour, so existing users see no change.

This lets repositories that squash merge with Conventional Commits keep
the metrics without the size/test prefix ending up in commit subjects,
where it breaks commit-message checks and semantic-version tooling.

Builds on #472 by @CurtisHx and follows its review: `UpdateTitle`
naming, placed above `AlwaysCloseComment` with the Boolean settings,
alphabetical resources, README and task docs, no version bumps. Like
`AlwaysCloseComment`, the input is a string, so a missing value can't
silently become `false`. When disabled, `getUpdatedTitle()` returns
`null` without computing the size indicator.

### Other Test Details

New unit and property tests for the input (blank, invalid and `true`
keep the default; any casing of `false` disables it) and for
`getUpdatedTitle()` returning `null` without computing the size
indicator when disabled. `npm run lint` is clean. `dist/` was rebuilt
with `npm run build:package:no-install`; rebuilding unchanged `main` the
same way reproduces its committed `dist/` exactly, so the `dist/` diff
comes only from this change.
