DEV: Add name-tests-test to pre-commit hooks
* Add the 'name-tests-test' pre-commit hook which verifies that test files under lib/matplotlib/tests/ conform to pytest naming conventions. - Use the '--django' option to match the 'test*.py' naming convention.
