Separate GCP instructions from general setup
- Removed GCP from the regular build files - Created new build files for GCP instructions - Add links to the new files in the repo README.md with a warning to only do this if and when instructed - Removed VM instructions because they are irrelevant and impossible in this kind of setup - Removed warnings for part time bootcamps because they are not relevant if GCP is installed separately - Instructions to skip certain parts if project is created by someone else

Alternative instructions with provided billing
In a number of countries, it is not possible to setup a GCP billing account as an individual. This commits adds instructions to allow students to use GCP in those cases.
