I have managed to discover that there are corresponding .../enterprises/ENTERPRISE/... endpoints for the .../organizations/ORG/... endpoints described in each of these documents.
It seems that when it became possible to assign unaffiliated users GitHub Copilot seats, the API documentation was not updated to support those operations.
So, in Copilot User Management, there needs to be "...for an enterprise" sections added for each type of operation.
"List all Copilot seat assignments for an Enterprise" for example. Likewise in Billing Usage, "Get billing AI credit usage report for an enterprise" should be added.
Additional information
I understand that there's a certain amount of automation involved in the generation of the API docs, but there seems to be a bug that results in the enterprise endpoints ending up undocumented.
