  6. Disable dynamic join ordering for predicates that regress under it

    With dynamic join ordering enabled for all predicates, these predicates
    regress significantly on some real-world databases. Each one has been
    checked locally to return to the static-ordering timing with
    pragma[no_dynamic_join_order]:

    - C++: Expr.getEnclosingFunction (very large intermediate join).
    - Shared range analysis: the recursive SCC around bestPreBound, plus
      FloatOverflow::semExprDoesNotOverflow. `bounded` itself is left out
      because the pragma on it currently crashes the compiler.
    - Shared type flow: UniversalFlow ForAll::flowJoin.
    - Rust: externCrateEdge, hasEquivalentPositionalSibling,
      PathExt.isUnqualified (and overrides), and the SensitiveVariableAccess
      characteristic predicate.
    - Rust/Swift codegen: Raw::getImmediateChild and
      ParentChild::getImmediateChild, via the ql_db and ql_parent templates
      (generated files and .generated.list regenerated).
