Tracks github/spec-kit#4283 (defect D9).

A bundle-installed project has config-template.yml but no github-lifecycle-config.yml, so the extension has no configuration.

Worked around in bundle/components/extensions/github-lifecycle/scripts/doctor.py, which reports config_source as scaffolded, template-only, or missing and names the remedy rather than treating absence as failure. Revisit once upstream scaffolds on the bundler path.
