I click it, a window appears really quickly and then closes. I've tried building from the source files but I get error D8016: command lines argument '/Ox' and '/RTC1' uncompatible (this may not be the exact sentence, I've translated from my local language to english.
If you are trying to run the .exe files from the Releases page, that isn't how it works. You download the .exe then move it to where you need it, followed by running it via the command line to perform tasks.
If you, like me, are adding it to Godot Engine for Windows Executable exporting, you just put the downloaded .exe somewhere Godot can access it and add the file path of the .exe to Godot's Editor Settings > Export > Windows > rcedit path box. The path should look like this: C:\Tools\Godot\rcedit\rcedit-x64.exe with no quotes.
