Fix matview update to require at least one flag

Prevent no-op upsert that would unnecessarily re-execute the source
query and spend credits. Now requires at least one of --private,
--performance, --cron, --no-schedule, or --expires-at to be provided,
matching the behavior of sibling query and dashboard update commands.
