chore(dependabot): automate only minors and patches
- ignore semver-major for every npm dependency; majors are taken by hand (the per-package major ignores for @angular/*, @angular-devkit/*, ng-packagr, zone.js and @types/node are covered by it) - typescript and the linters keep their minor block
