What about adding `tox.ini` to the default locations of the config file, in addition to `setup.cfg` and `.codespellrc`? Some projects such as [python-versioneer](https://github.com/python-versioneer/python-versioneer) have a `tox.ini` file but no `setup.cfg` file.
