I don't think there is a built-in gh app create ... command today.

If your goal is automation, the closest supported flow I know of is the GitHub App manifest flow:

1. Send the user to the GitHub App registration page with a JSON manifest.
2. GitHub redirects back with a temporary code.
3. Exchange that code with POST /app-manifests/{code}/conversions to get the app ID, private key, webhook secret, etc.

So there is an API-assisted creation path, but it is not a single dedicated gh app create subcommand and it still involves the registration flow on GitHub's side.

If you wanted to script the API part with gh, it would be more like using gh api against the manifest conversion endpoint rather than a first-class gh app command.

There isn't a gh app create command. GitHub Apps are primarily created in the UI, but there is a manifest flow you can partially automate:

1. Create an app manifest JSON (name, url, callback_urls, permissions, events, etc.).
2. Host/redirect the user to GitHub with that manifest (the user must approve creation).
3. After approval, GitHub redirects with a temporary code.
4. Convert that code to an app via:

   gh api -X POST /app-manifests/CODE/conversions

   This returns the app's id, slug, pem key, webhook secret, etc.

So you can script steps 1 and 4 with gh api, but step 2-3 still requires a browser click by an account owner/admin. For fully headless CI, the usual approach is to create the app once manually and then automate installation/API calls with the generated keys.
