Fix Go vendoring in Dependabot triage; bump gh-aw
The gh-aw compiler emits Setup Go with a hardcoded default (1.26) rather than reading go.mod, and setup-go exports GOTOOLCHAIN=local, so `go mod vendor` failed against go.mod's go 1.27.0 and the agent had no reachability evidence. Set GOTOOLCHAIN=auto in the vendoring step so Go fetches the toolchain go.mod declares, and correct the comment that claimed the compiler used go.mod. Also upgrade gh-aw from v0.87.5 to v0.89.21 and recompile lock files. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com> Copilot-Session: d8367ea0-0bda-40e7-ba88-20510833874a
