docs(design): a mark does not reopen an ancestor the reader collapsed
D14 promised a live failure opens when it arrives, without saying what happens when the section it arrives into is shut. The viewer already expands a section the moment its status turns to error, unless the reader collapsed that section themselves, which userCollapsedSections records and honours; replicas and release files get the same treatment. The promise is narrowed rather than the behaviour changed. Reopening would break the precedence D14 had just established -- an explicit toggle outranks the mark -- and would override the reader at the moment they had most clearly said what they wanted on screen. Nothing is hidden either way: a collapsed section still carries its status, so its header turns to the error glyph. D13 gains the matching clause: the scroll fires on mount when a marked row is already present, so expanding a section later lands on the failure rather than at the top.
