working with vastropy.io.votable #3466
Description
Both DataOrigin and mivot require to access VOTable fragments which are not available in astropy.table.Table.
DataOrigin is available in the data_origin module of astropy. and mivot is available in the MivotBlock module
However, astroquery (for instance astroquery.Vizier) can't access these votable fragments.
For instance: (VizieR example, but it is the same with other Services)
>>> from astroquery.vizier import Vizier
>>> vizier = Vizier()
>>>exoplanets_star = vizier.get_catalogs("J/ApJ/788/39")[0]
>>>type(exoplanets_star)
<class 'astropy.table.table.Table'>

I'm not sure yet if this is an astroquery or astropy or pyvo bug, but I sense this is rather a bug somewhere?
Either case, I'm happy to review PRs for the fix, please make sure to ping me on it though

The way I see it that is that we should propagate the dataorigin as a Table metadata instead. Definitely not to change to return a votable instance to the end user (or if we do that it should be with an opt-in kwarg)
