[FEATURE]: Show reset time on free usage limit like Go #53252

Description

@werlang
  • I have verified this feature I'm about to request hasn't been suggested before.

Free 429s return a static "Free usage exceeded, subscribe to Go" message with no reset time, while GoUsageLimitError renders "It will reset in X" from the retry-after header (packages/opencode/src/session/retry.ts).

Reuse the same retry-after formatting for FreeUsageLimitError so free-tier errors read e.g. "Free usage exceeded, subscribe to Go. It will reset in 5 hours 23 minutes", falling back to the static message when the header is absent.

Related but distinct: #40588 (countdown/quota endpoint), #42765 (low-quota headers).

    This issue might be a duplicate of existing issues. Please check:

    • #52894: requests showing the exact free-usage reset time and remaining time directly in the limit message.

    Duplicate of #52894, which covers the same ask (exact reset time in the free-limit message). Continuing implementation in PR #53254, now linked there.
