Test and refine automatic speaking rate for captions #734
Describe the bug
Spoken captions calculates the rate of speech based on a magic number that represents an average speaking rate in English. It may need some customization for slower languages (e.g. German) or faster languages (e.g. Japanese), so that it can be more consistent.
Practically speaking, I think this needs real-world testing to be meaningful. As it is right now, it's a single value assuming a speaking rate of approximately 135 words per minute, but the user can adjust it to be faster (but not slower.) This should make most things possible, if not always perfectly consistent.
Moving to future release, pending actual feedback.
