[Bug]: Multitenancy fails if the AgentCard producer is @PublicAgentCard annotated #1175
Description
What happened?
While this
@Produces
@Tenant("schedule")
public AgentCard agentCard() {}
will work
@Produces
@PublicAgentCard
@Tenant("schedule")
public AgentCard agentCard() {}
will fails
The filters on qualifiers is wrong since it should exclude @ExtendedAgentCard only if it is not on a @PublicAgentCard and shouldn't filter out @PublicAgentCard
