Add an option to set permissions of unix socket #11615

Is your feature request related to a problem? Please describe
#11434 added support for unix socket. But it hard-coded 0600 permission.
I have a setup where VictoriaMetrics is executed as victoriametrics user and nginx is executed as nginx
user. To allow nginx access the unix socket, I need to add victoriametrics as a supplementary group to nginx and set 0660 permission for the unix socket.
BTW, there's a mismatch between the doc and the code.

At the upcoming release VM components will no longer set any permissions for unix socket out of the box. It will be inherited from current process and could be configured via systemd or any other supervisor system.
