Scratch Membership is being paused #9043
Description
Scratch announced that their membership program would be paused in mid-June and replaced with a different program. Here are the following changes we can make to Scratch Addons after this happens:

cat-blockscan be removed, since Scratch will allow non-members to activate the mode. -
discuss-buttonno longer needs to contain an option to show the "Membership" item in the navigation bar.
An addon that hides member-exclusive decorations will no longer be planned, but an option to hide cat ear frames, possibly in customize-avatar-border, is not out of the question.

I should note that the official Cat Blocks feature doesn't have an option to track the mouse cursor, whereas Scratch Addons' cat blocks feature did. This is a pretty minor difference, but maybe the "track mouse cursor" thing could be split off into a separate addon?
