Describe the bug

When a room's permissions change such that the user gains or loses the ability to start calls, the topbar does not immediately show or hide the call buttons.

Reproduction

1. Create a room; ensure its permissions restrict calling to moderators and above
2. Add a second user to the room and, as the second user, navigate to the room in Sable
3. Change the room's permissions so that the second user can now start calls
   The buttons to start calls do not appear for the second user

Expected behavior

The buttons to start calls are shown or hidden when the user gains or loses the necessary permissions.
