Steps to reproduce

Hi Team,
since you have released powershell 7.6.5, I can't upgrade my servers with Powershell 7.6.4 with the command : iex "& { $(irm https://aka.ms/install-powershell.ps1) } -UseMSI -Quiet". The metadata.json file already have the version 7.6.4 as StableReleaseVersion (or ReleaseVersion).
Is it normal?
