Hotkey Issues on Windows Clients
Label-Studio is running on an ubuntu machine inside Docker. When running 1.20, clients connecting from all sources are able to use hotkeys as expected. After updating to 1.22 or 1.23, the users connection from any browser on a Windows computer are unable to use hotkeys to switch tools while labelling. Changing hotkeys from sccount settings does not help.
Linux clients still behave as expected and customizable hotkeys work.

To Reproduce
Steps to reproduce the behavior:

1. Label-Studio 1.22 / 1.23 running on Linux
2. Connect through Browser on Windows
3. Label image
4. Try hotkeys

Environment (please complete the following information):

• OS: Server: Ubuntu, Client: Windows
• Label Studio Version 1.22/1.23

Additional context
Downgrading to 1.20 solved the problem
