Dmitriy Chubinidze e2bfad26e1 Add audit-rules package to ensure /etc/audit/rules.d exists before
deploying STIG auditd rules

On EL10, the audit-rules package is not installed by default, so
/etc/audit/rules.d doesn't exist and the auditd STIG task fails.
