Uploaded new patch unchanged.

Extension case:
This func categorizes with PyThreadSatate_*. For debugger
implementors(generally implmented as extension) it is
invaluable. Indeed that's the reason I needed it in the
first place.

Not worth to remove it  IMHO just feels OK
