Setting PYTHONDONTWRITEBYTECODE doesn't seem to have an effect in Python 3.7.0a2:

    $ python -V
    Python 3.7.0a2
    $ env PYTHONDONTWRITEBYTECODE=1 python -c 'import sys; print(sys.dont_write_bytecode)'
    False
