Sorry for confusing.
I didn't meant defaulting LANG=C.UTF-8.

I meant use UTF-8 as default fsencoding, stdioencoding regardless locale,
and locale.getpreferredencoding() returns 'utf-8' when LC_CTYPE is ascii.
