Changed to PyDict_CheckExact().

Are you sure about having to change the sets and dels.  I've
tried several things at the interactive prompt and can't get
it to fail:

  >>> [locals() for i in (2,3)]

Do you have any examples (in part, so I can use them as test
cases)?
